Joel has served as a Scientist, Technical Consultant, and
Program manager on both government and commercial contracts. His work includes:
- Mathematical and
statistical analysis and customer presentations for tracking, signal, and
imaging programs.
- Introduced
statistical analysis for software cost and quality, managed several small
projects in high performance image and signal processing, introduced the
use of static analyzers, software project-control, and object-oriented
design to software-engineering and image-processing/pattern-recognition
groups.
- Logic analysis for
safety certification of customer's hardware-logic and software-driven
equipment.
- Software design,
customer presentations, transportable programming implementation for a
specialized image-processing/printing application for a US Government
customer; analysis of image defects, design and implementation of suitable
Weiner and non-linear filters for automatic reduction of image defects.
- Designed, tested, and
implemented image-processing algorithms for rapid multi-national
coin/toll-token recognition.
- Designed, tested, implemented, and
evaluated image-processing libraries for high-performance computer, a
"massively parallel" device for single-instruction/multiple-data
("SIMD") computing.
- Mathematical
and statistical analysis, algorithmic design for representation and
computerized recognition of natural and spoken sounds (on NIDCD Phase‑II
SBIR grant, “Environmental Sound Recognition”). P.I. for SBIR grant,
"Software for Characterizing Laryngeal Dynamics" (#1R43-DC02343,
Phase I).
- Project
management, proposal development, personnel recruiting, strategic planning
for projects analyzing complex (highly connected/high-feedback) systems.
